League Rules
1.
League to play under the E.P.A. world rules (as supplied)
2.
i) The entry fee shall be fifty pounds per team per season
ii) No team shall be allowed to enter the league unless they have
a pool table.
iii) League registration sheet including singles & doubles entries
and all must be received at the AGM at the date & time specified
by the committee.
iv) Any player signed on the for the Blackburn & District Monday
Pool League will not be allowed to play in any other Monday pool league
with the Blackburn & district boundaries at any time during a
season. Any player(s) found doing so will be banned from the league
& all points gained by such a player(s) will be deducted from
the team involved & awarded to the opposing team.
v) New players may be ‘signed on’ up to the forth game
with no penalty. After the forth game an existing ‘signed on’
player must be scratched from the registration list & replaced
with the new player. The player scratched will not be allowed to play
in the league for the remainder of the season. Any replacement player
will become eligible to play by clearly printing & signing their
name on the reverse of that weeks result card.
vi) No player may change teams during the season.
vii) No player under the age of 14 (with the landlords permission)
shall be allowed to play in the league.
viii) All knockout games whether, singles, doubles or team competition,
must be played on or before the date set by the committee.
ix) No player may take part in any knockout semi finals or final unless
they have represented their registered team & played on now fewer
than 4 league matches.
x) A maximum of three current county players may be registered / play
for any one team.
xi) Where 2 or more teams are registered from one pub the landlord
&/or landlady must nominate from the start of the season which
team they will play for.

i) All matches shall consist of 12 frames singles. League matches
must be played on Monday nights starting at 8pm (unless previously
agreed with the league secretary), when two players from each team
must be present. If for any reason a team fails to attend a scheduled
match, at the appointed time, then frames may be claimed at 15 minute
intervals until 9.15, when the remainder of the games may be claimed
if there are no further players available. During a match the time
allowed between each frame is 5 minutes.
ii) Any team with shift workers (maximum 2) must inform the opposing
captain at the start of the match. Such players may play both their
games in the first half or second half of the game & shall be
allowed until 10.15pm to arrive at the venue, unless there are registered
players available to play the remaining frames.
iii) Any team wishing to rearrange any fixture must give at least
48 hours notice to the opposing team. The team must also inform the
league secretary (Chris Slater – 07775 628308). The opposing
captain must give two alternative dates for the match to be played.
All rearranged games must be completed within 2 weeks of the original
date. Failure to agree a match date within this period will result
in a representative from each team being called to a committee meeting,
where a date will be fixed by the committee for the game to be played,
not more than 7 days from that meeting.
iv) If a game is cancelled due to a football match or holiday the
game must be played before the date given on the fixture list. The
opposing captain to give two dates as above. The league secretary
must be informed.
v) If the league secretary is not given 48 hours notice of any rearranged
or prearranged match then the match must be played on the original
fixture date.
vi) No team will be allowed to rearrange more than 4 matches per
season. A maximum of 2 in the first half & 2 in the second.
If a team has rearranged a match they may not rearrange any others
until that match has been played.
vii) Should any match not be completed by the end of the night of
the scheduled fixture date, the remaining players must sign the
back of the score sheet & be endorsed by both team captains.
Only those players will be eligible to play in the remaining frames
of the match at a mutually agreed time. The result sheet must be
received within the normal time limits for the original fixture
date, unless agreed by the league secretary.
viii) All leagues games must be completed on or before the last
league fixture date of the season unless the committee has otherwise
given permission.

Any team turning up with less than 4 players shall be deemed not to
have fielded a team & shall lose all 9 points for that match.
The opposing team will be awarded the full 11 points as though the
game had been played. The score sheet must be printed & signed
by the individual players present. The offending team shall be fined
£10 via the committee, to the licencee of the non offering pub.
The offending team will have their next home fixture against the same
opposition switched to the opposition venue even in the following
season.

Any team not fulfilling any fixture will be fined £10. This
fine must be paid within 14 days. The offending team will have their
next home fixture against the same opposition switched to the opposition
venue even in the following season.
6.
i) League points shall be awarded for each frame won plus 2 bonus
points for winning the match. In the event of a draw 1 bonus point
is awarded to each team.
ii) The winning team must deliver the score sheet directly to the
Bee Hive no later than 6pm on the Thursday following the match. Failure
to do so will result in forfeiture of the 2 bonus points. Home team
responsible in the event of a draw.
7.
i) All players must sign the official score card, if the players name
is only printed & they win that frame the points shall be deducted
from the final score.
ii) Any team found guilty of defacing any score card shall lose all
points gained in that match.
iii) Any team found to have played an unregistered/ineligible player
will result in that player being barred from playing for the remainder
of the season & all points gained by such a player will be deducted
from the team involved & awarded to the opposing team.
iv) Any team failing to fulfil their fixtures, i.e. missing 2 matches
shall be expelled from the league. All points gained against such
a team shall be ignored in the respective half of the season. Any
team, having been expelled, & wishing to re-enter the league in
a subsequent season shall be required to pay double entry fee of which
50% shall be returned should all games be completed in that season.
8.
In the event of a dispute arising during the match which can not be
resolved by the referee & both team captains, the correct procedure
is that the captain of the team with the grievance must:
i) Mark the disputed game(s) with a star & refuse to sign the
official score card.
ii) Notify the opposing captain that a written letter of complaint
will be put to the committee.
iii) Take or post the letter of complaint to the Bee Hive within 7
days of the incident.
The captains will then be informed where & when the next committee
is scheduled.
9.
Failure to comply with any of the foregoing rules may result in fines
being imposed and/or points deducted.
Any fine imposed must be paid within 14 days.
10.
The committee has the right to amend any of the above rules, should
they deem it necessary, & also has the power to take actions it
feels necessary, against any team or registered player, whom the committee
believes to be acting contrary to the best interests of the league.
11.
Where pubs are allocated neutral venues for the knockout matches,
the committee asks that the licencee provides payment for the table
for those games. Home venue to pay for all knockout games.
12.
The league rules will be strictly adhered to.
